The VHA is governed by a six-member Board of Commissioners appointed by the Mayor of Vancouver, Washington. The Board meets the fourth Wednesday of each month at 10:00 a.m. in the VHA's second floor board room. Meetings are open to the public.

CECI RYAN SMITH, Chair, was appointed to the Board of Commissioners in March 2003, and reappointed January 2008.  Mrs. Ryan Smith has earned degrees from Clark College, Associate in Arts; Oregon State University, Bachelor of Science; and a Master's in Science from San Diego State University.  She has taught and been a high school counselor at the Naval Dependent's School in San Miguel, Philippines, Crystal Lake, Illinois, Coronado, California and Vancouver, Washington.  Mrs. Ryan Smith received a 1998 Woman of Achievement Award from the YWCA and received the Presidential Award for Excellence from the Clark College Foundation in 2001.  Her most recent community activities include: immediate past president of the Clark College Alumni Association; the Columbian Advisory Board; Design Review Board for the City of Vancouver; InterAct Board framing Clark County Priorities; West Vancouver Healthcare Advisory Committee for Southwest Washington Medical Center, Fort Vancouver Regional Library Foundation, and the Clark College Foundation Board of Directors.

ART MILES, Vice Chair, was appointed to the Board of Commissioners in July 2005, and reappointed February 2010.  Mr. Miles is a graduate of Seattle Pacific University in political science, and received his Masters in Business Administration in accounting from Portland State University.  He is a Certified Public Accountant and began his career in public accounting as a staff accountant for Moss Adams LLP, a regional Certified Public Accounting firm, in 1971.  He was managing partner of the Vancouver office from 1977 through 2002, and currently is a partner working in the area of personal wealth services and business owner succession.  Mr. Miles has been a long-time member of Rotary International and has served on the Board of the Columbia Nonprofit Housing.  He currently is on the Board of Directors of the Community Foundation of Southwest Washington.

MAUDIE JORDAN, Resident Commissioner, was appointed to the Board of Commissioners in December 2011. Ms. Jordan is the Executive Director of Gates of Grace, an organization with two transitional homes for women and children. She is also the Mentor and Fund Raiser Coordinator for Transitions to Life, a program which assists women transitioning back to society after incarceration.  Ms. Jordan is completing her AA degree in Arts at Clark College, after which she will transfer to Multnomah University and pursue a degree in Psychology and Theology.  She volunteers for Mission Creek Correctional Center and Second Step Housing, and is a gifted motivational speaker who uses her talents and humorous wit to encourage and motivate incarcerated individuals to make positive lifestyle changes.

LLOYD HALVERSON, Commissioner, was appointed to the Board of Commissioners in February 2009.  Mr. Halverson has served as City Administrator for the City of Camas for over 19 years.  Previous professional experiences included seven years with a city in Oregon, the Executive Director of a non-profit corporation, and taught high school in California.  Mr. Halverson has been active in the partnership work between U.S. and Polish communities, and served as a municipal advisor in Poland, 1998-99.  Mr. Halverson has a BA degree from the University of California, an MS in Education from University of Southern California and an MPA from the University of San Francisco.  Mr. Halverson is multilingual and speaks German, Spanish and basic Polish. 

RONALD K. KAWAMOTO, Commissioner, was appointed to the Board of Commissioners in January 2003, and reappointed February 2007.  Mr. Kawamoto is a commercial real estate broker for the firm of Norris Beggs & Simpson for the past 20 years, with previous experience as a Vice Principal and Teacher in Portland, the South Pacific and Southern California. His past services include Fairview City Council member, Columbia Regional Association of Governments (C.R.A.G.) Board of Directors, Vice Chair of the Metropolitan Exposition Recreation Commission, Marketing Committee Member of Clackamas County, Special Committees member in Multnomah County, and Board of Trustees Chairperson with Western Seminary and Hinson Church.  Mr. Kawamoto earned his B.A. degree in Elementary Education from Biola College, and his M.S. degree from Portland State University.

GREG KIMSEY, Commissioner,was appointed to the Board of Commissioners in February 2009.  Mr. Kimsey is a life long resident of Clark County, and has served as the Clark County Auditor since first being elected in 1999.  His previous experience includes the Chief Financial Officer for Vancouver Oil Company and Vice President in the Investment Banking Division of U.S. Bancorp.  Mr. Kimsey is one of the founding Board members of Columbia Land Trust and serves on the Board of Directors of the YWCA of Clark County and Vancouver School District Foundation. His past services include membership on the Columbia Arts Center Board of Directors, Clark County YMCA Board of Managers, and is a member of Rotary International. Mr. Kimsey received his B.A. degree in Business Administration from University of Washington, his Masters in Business Administration from Portland State University, and a designation as a Chartered Financial Analyst from The Institute of Chartered Financial Analysts.
