SECTION 8 ELIGIBILITY AND WAITLIST PREFERENCES
Eligibility for the Housing Choice Voucher (HCV) program is based on family income: 75% of applicants admitted must have income below 30% of Area Median Income (AMI), the remaining 25% must have income below 50% of AMI. AMI by family size can be found here. In addition to income eligibility, at least one member of the household must be a citizen or be a legal resident and all applicants are subject to a criminal background check. Persons having a lifetime sex offender registration are not admitted. Admission maybe denied for other criminal history or because of the applicant's past performance in a subsidized housing program. Persons denied admission may request an administrative review at the time of denial.
The above are general requirements. Special purpose vouchers, pilot projects, and project-based vouchers may have different or additional eligibility requirements. The requirements for programs other than HCV are identified in the notice of waitlist opening when applications are being accepted. You may see which waitlists are currently open here.
For the Housing Choice Voucher Program there are preferences on the waitlist for persons who are elderly, disabled or a family with children, and those who do not already receive any type of rental assistance. This means people who are elderly, disabled or a family with children, and those who do not already receive any type of rental assistance will receive housing assistance ahead of those who are not. There are additional preferences for Public Housing residents who are eligible for home ownership and Public Housing residents displaced by disposition of their Public Housing unit.
