REQUEST FOR PROPOSALS – RESIDENTIAL MANAGEMENT SERVICES FOR FIRST STREET APARTMENTS
The Housing Authority of the City of Vancouver (“VHA”) is seeking proposals for professional residential management services for First Street Apartments located at 16703 SE 1st Street, Vancouver, WA 98684.   Construction is expected to be completed by September 2014 with pre-leasing to begin approximately three months prior to completion. 

Proposals must be submitted in the format detailed in the RFP link below.  The initial contract term will be issued for five (5) consecutive years.

ATTENTION PRIVATE DEVELOPERS/INVESTORS

VHA welcomes proposals from private developers/investors for the sale, master lease with option to purchase, or other disposition to VHA, of new or existing multifamily developments in Clark County, Washington.   Preferred proposals will be for developments of between 120 and 180 units, located in employment growth areas and/or areas with a shortage of decent, safe and affordable housing.  Proposals should include a description of the development in sufficient detail to permit VHA to evaluate the feasibility of operating the development to provide housing to low- and moderate-income persons.  Please address inquiries to Troy Drawz, Development Director.

Services

The VHA contracts for property management and client services. Requests for Proposals are publicized in local media and are posted here on our website.

Development

The VHA Development Department works to increase the amount of quality, affordable housing in Clark County. Developments have included special needs properties for seniors and disabled people, homes for first-time home buyers, tax-credit and bond-financed affordable apartment buildings, and multi-use developments that revitalize neighborhoods by providing housing for a mix of income levels.

Specifications for these developments are posted at area plan centers.

Construction and Renovation

The VHA's commitment to high standards of quality requires periodic renovation as properties age. Specifications for these projects are posted at area plan centers.

Please contact your local plan center if you are interested in bidding on this type of work for the VHA.

Materials

The VHA purchases and warehouses items necessary to maintain our subsidized and affordable housing. Examples include appliances, plumbing supplies, paint, flooring, window coverings, landscaping equipment, etc.
