VHA POLICIES The Vancouver Housing Authority has been designated by the U.S. Department of Housing and Urban Development as a 'high-performing agency', based on management performance. As such; in 1999, HUD invited the VHA to become a Moving to Work agency. Moving to Work is a pilot project that seeks ways to increase the cost effectiveness of federal housing assistance. As one of about 25 housing authorities in the United States deregulated by the Moving to Work program, the VHA is required to submit two policy documents annually to HUD.
